The pedestrian who died Thursday in Northeast Portland was struck by a car that was chasing a white pickup that had been tossing what police describe as fireworks at an encampment of recreational vehicles, police said Monday.
Portland police officers responded around 11:45 p.m. to Northeast 33rd Drive and Elrod Road and found one of the residents of the encampment, 26-year-old Travis Philmlee Jr., dead.
