A 58-year-old Portland man is facing charges after he allegedly pulled a gun from his waistband and shot another man twice in Northeast Portland’s Cully neighborhood Friday night.
Andrew McNulty was booked in the Multnomah County Detention Center on suspicion of second-degree attempted murder, first-degree assault and unlawful use of a weapon, court records show.
The victim is in critical condition at Legacy Emanuel Medical Center and it is unclear whether he will survive, according to a probable cause affidavit.
A person called 911 at 5:41 p.m. after witnessing the shooting in the parking lot of Stanich’s restaurant, police said. The restaurant is on Northeast 49th Avenue and Fremont Street.
Officers gave first aid to the victim before paramedics arrived.
A man pushing his child’s stroller on Fremont Street told police he saw a man “stumbling” north across the street and approaching McNulty, while gesturing as if to ask for something, according to the affidavit.
The witness said he saw McNulty lift up his shirt to show the other man a gun in his waistband. When the two men were within about three feet of each other, the witness said he saw McNulty fire twice at the other man, the affidavit states.
McNulty walked west on Fremont Street and sat down at an outdoor table, according to the affidavit.
Police reviewed surveillance camera footage which appears to show the victim walking toward McNulty. The victim does not appear to have any weapons in the footage, the affidavit states.
