Days before her boyfriend posted photos of stolen license plates for sale on the social media site OfferUp, Valarie Applegate would run the plates at the DMV offices where she worked, a state inquiry found.
Applegate would then text her boyfriend, Israel Fonseca, to let him know if the plates were still good, meaning that they were registered and could be transferred to another car.
