Oregon’s first planning director, Arnold Cogan, dies at 90; memorial to be held Monday

Oregon’s first land use planning director, Arnold Cogan of Portland, died Friday of pneumonia. He was 90.

Cogan’s community outreach formed a foundation for Senate Bill 100, Oregon’s landmark statewide planning legislation that established the Department of Land Conservation in 1973.
