A Portland man has been arrested and charged with second-degree murder in the August 2022 death of Penelope “Penny” Fagan in Northeast Portland’s Parkrose Heights neighborhood.
The United States Marshals Service arrested Vincent W. Scoggins, 59, on Wednesday, according to a news release from the Portland Police Bureau. Police detectives booked him into the Multnomah County Detention Center.
According to court records, a grand jury indicted Scoggins on second-degree murder — domestic violence and unlawful use of a weapon — domestic violence earlier in the week.
Fagan died from blunt force trauma after an assault was reported in 1800 block of Northeast 104th Avenue around 1:30 a.m. August 8, 2022.
