Portland police unjustly denied more than 50 petitions from immigrants who sought certification as crime victims or witnesses so they could apply for special visas to stay in the United States, according to the city’s ombudsman’s office.
The denials left dozens of people facing potential deportation, according to the report made public Wednesday.
