A pitchfork-wielding man on Friday broke into Portland Water Bureau offices and threatened employees, Portland police say.
Officers responded at about 2:45 p.m. to reports that a man was smashing windows with a pitchfork. They surrounded a building in the 1900 block of North Interstate Avenue and then searched it with a K-9 unit. They located the suspect, Kevin Bailey, and arrested him, police say.
