When Richard Whitman, the leader of Oregon’s Department of Environmental Quality, abruptly resigned last September, three months before his scheduled retirement, an agency spokesperson told reporters and the public that Whitman was leaving early for personal reasons.
The real reason, according to records obtained by The Oregonian/OregonLive, was that Whitman was forced out after department leaders learned he had been in a relationship with an employee he directly supervised.
