An alert couple on Sunday night reported seeing the dog Bubbie, sought in the mauling of a woman runner two weeks ago, off-leash in Southeast Portland, yet a police officer and a county shelter worker responded without taking the pit bull mix off the street.
Neither the county nor the officer could take the dog without the owner voluntarily surrendering the animal because a 10-day quarantine period had passed, a county spokesperson said. That’s despite the county never having actually quarantined the dog.
