Police have publicly identified a man who was shot to death near an encampment in the Foster-Powell neighborhood last week.
Rene Ramirez Martinez, 39, was found dead from a gunshot wound Thursday at about 7:30 p.m. near Southeast 74th Avenue and Powell Boulevard.
A medical examiner ruled his death a homicide – the 10th so far this year in Portland.
No arrests have been made.
